Paying friends and family paypal asks to pay 1% fee

Sometimes when i pay from Paypal Balance to a Friend, paypal asks me to pay 1% fee 

Like if  i send from paypal balance 1000GBP it charges me 1010GBP. 

For some other friends it works out without fee 🙂 Why is that? Also how can i set up so i can do personal payments? They are without fees too?

Thanks for reaching out to us about this fees inquiry. To further assist you, I would need to know what country your PayPal account is registered to. Would you be willing to share that information? Also, are you sending funds to individuals who live in a different country than your PayPal account is registered to? If so, this may be due to the remittance transfer fee.
