PayPal says "Refund Cancelled" for eBay item but I don't know why

I purchased a laptop on eBay and received the item, but ended up returning it.  The seller confirmed he received the return, and initiated a refund in PayPal.  When I log into PayPal I see the refund but there's a line through it and it says "refund cancelled."  The seller, who has seemed reputable and easy to deal with until this point (with a great eBay rating), says the refund "went through on his end."

At this point I'm out $600 but I don't know if my next step is to go through PayPal or eBay.  Anyone had an issue like this before?  First time in almost 15 years on eBay this has happened to me.

you said you saw the refund,so what is your balance?

if you have gone thru Ebay for a return,then you need to talk to Ebay,if not Paypal.

No one here knows the reason why.
