PayPal logged me out

I'm trying to checkout from a merchant and I'm receiving this message: 

You've been inactive for a while, so we logged you out to help protect your account. Please return to the merchant and restart the payment process.

I've gone back to the merchant and logged in and out and started the process again, that didn't work. I went to PayPal and did the same thing, I logged in and out. It's still not working. I even cleared my history thinking something there was causing  a problem.

Anyone know what's going on? Am I going to have to call Paypal for a reset of some type?

Have you tried a different web browser  ??  (Also make sure that you can accept cookies.)
