PayPal ignores requests to close account

I've spent a week asking Pay Pal to close my account and they ignore me.  Every time the "customer service representative" says something irrelevant, ignoring my message.

 

I know there is a"Close your account" link on the settings page.  I've clicked it many times.  When I do, I get this popup:

 

"Your PayPal account can't be closed yet because you have PayPal Credit. If you want to close your PayPal Credit account, email us or call us at (866)528-3733 (Mon-Fri, <7AM-1AM ET> and Sat-Sun, <9 AM-11 PM ET>)."

 

I don't have PayPal Credit, nor do I want it.  When I email as directed, they tell me they don't understand and can't help.  They have told me they don't understand the sentence, "Please close my account".

 

Do they have a policy to never actually close an account?
