PayPal fees in error

Just noticed what might be an error in the fee PayPal charged me for an eBay transaction. May seem minor but it's bugging me. I received a PayPal payment for $3.76 + $1.00 shipping for a total of $4.76. PayPal has always charged me the standard 30¢ + 2.9% of the transaction, which should be 30¢ + 14¢ = 44¢. Instead they hit me with a fee of 51¢. Can anyone tell me what I might be missing here? The transaction involved an item being mailed from California to Hawaii if that matters.

If I was charged 30¢ + 4.5% then the PayPal charge would be accurate. But shouldn't the fee be 30¢ + 2.9%? Did it change from 2.9% to 4.5%?
