Technically, I think it is possible but you will be charged a fee even for friends/family.
From a practical perspective, there is no way to know for sure until you are read to make the payment. If PayPal Credit shows up as as option, then you can use it. If PPC is not presented as an option, then you need to select a funding source from the available options.
