I have a payment $300, but I refunded it.
I know that The fee is given back to me in a pro-rated amount for a partial refund, and in its entirety for a full refund, minus the $.30 fixed portion.
But I see something wrong in my account activity.

I lose $13.5 fee without having any money from the buyer.
I have some this issue on my account. but I just pay attention today when I found that I lose 25% of all my money to Paypal fee.
