PAD is between you and Paypal, the merchant does not even know you are using it. So Paypal may be 'offering' it on a transaction by transaction basis less and less as they get to the deadline.
With PAD the seller is STILL CREDITED the funds in advance, no seller would post an item before being paid.
Its basically a 10 days interest free loan provided by Paypal.
