Pay Pal Access

I got my Pay Pal Access card, and I need to verify it at a site hosted on https://sites.prepaytec.com. But the problem is this site is a pile of cr*p. Every link just gives me a HTTP Status 403 - I expect better from a company like Pay Pal.

Here's the page output, I'm using Safari on a Mac

You press that link and it leads you to the prepaytec site which looks so dated and does not work.
