Overcharged by PayPal?

I received $2.80 into my Pay Pal account.  The Pay Pal fee should be 0.08 (2.9% * $2.80) + 0.30 or 0.38 cents but I was charged 0.42 cents.  I looked through the user and fee agreements and do not see why I was charged an extra 0.04 cents.  I will have to look closer to ensure nothing else was overcharged.  Has this happened to anyone else?  What can I do?  Any suggestions?  Thank you, Kandy

International payment at 4.4% + $0.30.  Buyer uses non-U. S. credit card.
