Hello.
Please help me. My account limited
Please send my money with my account paypal 
671.16$ on paypal account to my friend 
I dont have bank account.

What information was in the email notification which PayPal sent you about the limitation?  You can only do what was explained in the email.

Your PayPal funds are now eligible for withdrawal.

You may transfer the funds directly to your bank account via online bank transfer or you may request a check from PayPal. Please let us know how you would like to receive the funds by logging in to your account.
As a reminder, access to your account will remain limited.

While access to your account is limited, you may:
* place logos into your auction listings or on your website
* update your account information
* withdraw funds from your account

You may not:
* send or request money
* receive payments
* add funds to your account
* close your account

You should be able to use the withdraw or transfer option to transfer funds from your PayPal account to your PayPal option.

What options do you have for transfer/withdraw?

At the moment I do not have a bank account.
Therefore, I can only withdraw money from the pinned account to my friend's account and only through technical support

If there is no option request a check, then you'll need to phone PayPal support for help.

You need to make a phone call to PayPal supprt and talk to a rep.  Emails will not allow you to discuss account details an issues.
