Actually it is.
There's two ways to get to the same place, here's one.
(Assuming you have a US Business account.)
* Login to your PayPal account.
* Click on the "Gear icon (Profile)" top right of screen.
* Click on "Profile and settings".
* In the box - left side of screen.
* Click on "My selling tools".
* Under "Selling online".
* Look for "PayPal button".
* Click on "Update".
* Look for "Create new button".
You should be good to go from there.
Here's the other way:
* Login to your account.
* On the top menu, click on "Tools"
* Then click on "All Tools"
* Scroll down - look for "PayPal Buttons".
* Click anywhere in that box.
* On the next page you should see all of the available buttons you can make.
* Click on your choice.
You should be good to go from there.

Why are they suddenly so buried?
The second way you describe is how I got to them but now it is missing the first way is not intuitive at all -

The second option, which is the much easier to find option, is now missing. There is no buttons option under tools.

yeah, it's the stupidist thing. How do you miss adding Paypal Buttons on the All Tools Page? I am flabbergasted.

Thanks for the tip but how can PayPal be so out of touch as to bury this feature so deep? Do you not measure what gets used in your tools menu before relocating features?

I just checked my business account and I can find the button option under both locations which Quandary described. I'm sorry to hear that you are having difficulty locating this option! You can certainly email customer support to report this issue so that this matter can be further reviewed by our technical support team.
