I just received a refund. I was charged a fee equivalent to 4.7% of what I was sent. That cant be right, cant it?

Buyers don't get charged a fee for a refund so it sounds as if the seller 'sent' a payment rather than used the 'refund' option.
Even if it was over 180 days and the refund option had disappeared they could still have used the friends / family option to refund you so you got the whole amount.
Suggest you get back to the seller with this.
