Hi, a merchant said cannot refund because they claim I open dispute while I never open any dispute. These are the transaction detail: Transaction ID 95E14988VH202802Y Seller info KUDOS INTERACTIVE LIMITED Please help. Thanks

You have no idea what the merchant is doing or not doing. If the merchant has a refunding problem then the merchant needs to provide direct details.
If you file a dispute, then just proceed with the dispute; PayPal will take care of the rest.
