Lost Europe Airline Ticket purchase - disconnect failure in Paypal. ? on foreign fees

When I went to Paypal to pay for Iberian Express Airline ticket, I forgot my paypal password.

I created a new password via Paypal security number call process. When that was done and I signed in... there was no prompt for paying airline tickets that signed up for. I couldn't even get back to Airline screen. 

When I went back to get tickets the price had changed upward.

I am in USA paying in Euros for these tickets via Paypal? Will Foreign exchange fees be charged?

When I charged tickets on AirEuropa, they went thru a Cal;ifornia Office and I wasnt charged.

yes,you are in USA and youhave a US Paypal account ,so your local currency is in US $,IF YOU WANT to pay in Euros,unless you have Euros in your Paypal account,Paypal will charge you 3% conversion fee .

if yu can find their US office,then ask if you can purchase thru them in US $
