hello, It's been almost a year and my account is still limited... Under review.  Can not use it at all. The issue was a fraud that was charge on my account from unauthorized user which was a family member. The issue was taken care of from my bank, got my refund, sent in all the documents paypal wanted, change password, all that. Then I was limited from using my account. I have know idea how to contact paypal resolution to resubmit all documents again or even how to contact them because they don't solve issues over the phone. The matter has been resolved.  I have read all to do about resolving this but that does not help me because the issue is closed. I need either a phone number, email address to resolve center to resend documents, or fax number or anything!  I have been under review since Aug. 2017. I cant close my account or use my account. Can anyone help?
