I filed an "Other" Billing dispute because the wrong card was used for the transaction. Paypal declined the dispute. The seller sent an email saying the order had shipped, but it is under a bogus tracking number. Now I do not have the option to select that the item was not received if it comes down to that. I only have the option to dispute unathorized acitivity, the other options to dispute are gone. If I do not received the item, how would I go about filing a dispute since that option is no longer there?
