What would be the fee for sending $5,000 to a German recipient? €5,000 to a German recipient? In both cases my account is linked to my dollar bank account in the US.

I see,you have 2 cases,one is US dollars ,the other is Euro.
first,Germany as member of this Euro Union,a PAYpal member once he has received 2800 euro in his account since inception,must verify himself with proper documents.
if he has not exceeded 2800 euro so far,your 5k would .
so if he needs the money fast,this would delay him getting hold of the fund.
even if he has verified his account,this sum could be placed under review .
as for sending euro versus us dollars from your US bank account,
if you send US $ and his account is set up to receive US $,there is no conversion fee of 3%.
but someday he wants it converted to euro,he pays 3%.
if you send euro ,you would pay 3%,
if you send via goods and services,he has to pay 30 cents plus a discount rate

if you do online banking with your bank,look at doing intl wiretransfer yourself,the wiretransfer fee would be 45-65 but he would get it in his bank account the next day and your bank offers beter customer service than Paypal. in case you have questions.
Bank of America small business offers do it yourself wiretransfer,any member can use it.
$45 if you buy foreign currency,$55 if you are senDing US $.
