I was charged a fee to send money even tho I used the friends and family and gift feature.

Which is supposed to be free. It kept saying it's cheaper to use my bank or card linked to my account, which I did. how do I get in contact with someone about this?

If you used a card - there's a fee.

If you used your PayPal Account Balance or your Bank Account - no fee.

I'm sorry to hear that there's any confusion. Please check the fees page again. You can follow that second link that @Snow-Cat gave, or click Fees at the bottom of any PayPal page. The fee is applied when you use a card linked to your account. It is not applied when you use a bank linked to your account or your balance.
