I want to move my money to another country. Can I do it with paypal?

Hello. I am going to move to Romania in about 3 months and I would like to know if it'd be possible to withdraw all my money to a romanian bank card (about £4,000) and what would the fees be (conversion rate to RON + withdraw fee) and if it is possible? Would I have to make a new paypal account and link that account to the romanian card then transfer the money from the uk paypal acc to the account with the romanian card? I would love to transfer my money with paypal to that country so I don't have to take another route. 

If someone has a clear answer to my questions that would be perfect, I do not want to mess up.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.

The only exception is U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).
