My friend is trying to send me money and he claims that he sent it and it appears as being taken off his account but my balance is still $0.00 and I didn't get an email or anything alerting me about him sending payment. I am new here to paypal and already confused and a bit discouraged.
I assume you have not actually seen any details of your friend's account. Your friend likely has some problems with sending and should probably phone PayPal support for help.
If there is no transaction in your acocunt, then you have no money received.
