I have not been refunded. PayPal won't respond to emails.

So this has happened twice now. A month ago I was scmaed on PayPal and I reported it. I got an automated response saying to ask my question and theyd get back to me. I did that and never got a response. I sent multiple emails. Now yesterday I got an email saying a refund was completed but there is no activity on my account and $0 in balance. I emailed PayPal twice and got no response. It' been 24hrs.

I bought a PS4 (payed with PayPal) and it was supposed to arrive in 3 day but almost a month later nothing. It had no tracking so i opened a case on ebay and it was in my favor. Ebay semt me an email saying I got a full refund on PayPal
