How to use bankaccount for send money to email address from other Paypal user.

I live in Thailand.
My Thai bankaccount and creditcard are confirmed.
When i wish to send money, via paypal, to the email address from an paypal user, I only can select my creditcard as funding source.
It's a transfer from Thai Baht to Euro.
This system works very well, but the fee is very high.
Paypal give me the advice, "you can better use your bankaccount".
But, when I select "change funding source", I can not select my bankaccount.
Than I was thinking, maybe I can use my Thai bankaccount for transfer Thai Baht to my wallet, and than do the transfer and using my wallet as funding source.
But I also can not find how I can TopUp my wallet from my bankaccount.
My questions are:
1) Can I use my bankaccount directly for do a transfer to an other paypal user? If Yes, how can I select my bankaccount as funding source.
2) Can I TopUp my wallet directly from my bankaccount? If yes, how can I do that?
3) Or maybe there is a better way for transfer money, via paypal, from my Thai Bankaccount to and European user? Using the Thai creditcard and Paypal works very fine, but the fee is very high.
