How to pay in a specific currency?

I have a debit card issued in Serbia. My main currency is set to USD on my PayPal account. I have options to store my balance in USD, EUR or RSD (local value) on my debit card. When I change my balance to USD on my debit card and I want to pay via PayPal online it still bills in RSD and takes more money than it should. How can I pay in USD?

Your local currency is your country currency,so Paypal will charge you 3% for currency conversion,unless you have USD balance in your paypal account,not in your debit card.
if your debit card has US$,move it to your Paypal ccount first before buying,not sure if Paypal would not do a currency conversion,it has to do with the way how Paypal access the network to reach you card?
