How do I make my paypal account bill the credit card I have listed and NOT my bank account.

I am trying to get my paypal account to use my credit card as the primary account to charge instead of my verfied/listed bank account. I have all ready made it my preferred method of payment. HOWEVER anytime I buy something using paypal it STILL charges my bank account! 

Also, it will NOT allow me to remove my bank account either, if I try to it just gives me an error message "We are not able to process your request. Please try again later."

It is less costly for PayPal to get funds from your bank account than from your credit card.  This is just one consideration.  PayPal also evaluates financial risk in selecting a funding source.  PayPal will override your choice when it is in the best interest of PayPal.

did you sign up for PAD-paid after delivery?

if so,then Paypal will pay the seller for you and ten days later debit your bank account.

if not,then

is there something wrong with your card?

is it in your n ame,has it been reported stolen?

like has it expired?

does it exceed its credit limit?
