Hold of payment to seller

I sent a payment to9 a seller and he is telling me that it is on hold until November 1st,why?

Likely that PayPal is wating for the seller to ship merchandise to show delivery.  Without delivery confirmation the hold would be 21 days.  Same for a new seller.
