It is the most horrible experience I have with Paypal. They held my payment for 21 days for security reason. I had been with them since 2002 with no issues at all. I cannot understand why I kept using them. Then when I refunded the item to the seller. I got to refund using my bank balance while paypal still holding the funds. I do not have enough money for the refund in my bank and now I have to pay extra charge due to Paypal system. It is just not making sense to me. I am going to close my account when I am done with this case. Any suggestion I can get my money back?? Yes I have to wait more than 40 minutes to talk to someone. Never never going to use paypal again.

if you sold something and the payment is on hold,you have to wait for the payment to be released so you can refund from that payment,never make a new payment.
