Help resolve a problem

I purchased an item from a person and aid for the item - the next day eBay took the item off the system - when I received th3 item it wasn’t what was listed - I don’t have a way to,complain @- just lose my $$ - PayPal says file a complaint but I can’t because eBay took the item off even after I paid
