Haven't received refund even though seller has sent it

I bought an item on Ebay. The seller cancelled the order due to blemishes. I received an email through Ebay showing that the seller refunded money back to the original payment method about 20 days ago. I have checked both my bank account and PayPal and the money has not shown up. The seller (probably in Korea or China) believes that he has done all that he can. I have had several back and forth emails with the seller with no luck. Is there something that I need to do or that I need to inforn the seller to do in order for the money to get refunded to my PayPal account?
