Getting Error "We can't send your payments right now."

Hi,

Hope all of you fine, i have a Business Account, i am sending $410 amount to my uncle in New York,

On this URL i am getting error while sending paypemt, 

We can't send your payments right now. If the problem continues please contact Customer Support.

Can any Official Please address that issue and Let it be fix. I will be thankfull whover solved that matter. Thanks
