Generic Error when trying to transfer funds from PayPal to my bank account

Is anyone else having problems transferring money to their bank account.  I have not had this issue before but can't get it transferred this time

Someone found a fix, go to "request a check" then on that page there is a link "get your money faster by transfering to your bank"  click on that link and go ahead and fill out the form and BINGO!!! it works.

When typing in the dollar amount to transfer, it will only allow a portion of the total amount to be transfered.  The message says the limit is higher than the amount it will let me type in.  Why?  I've never had an issue with a transfer before.  Is there a computer glitch???
