Funds Transfer - Misleading charge

When transferring money (through PayPal), I was given the option to use either PayPal (charge of $31) or my linked account (charge of $0). I opted for using the external account, but was then charged the $31 anyway???

YOU CAN link your Paypal account to a bank account,credit card or debit card.
You can pay with your Paypal fund,bank account or debit/credit card.recipient always pay fee for goods and services.
no sure what you are talking about,need more details.
if you send someone money under friend and family using a credit card,there is card processing fee,refer to pAYPAL fee schedule,depends on where you are and where you are sending to
