Fees for Money Requests?

I requested money from a friend and she paid me. Yet PayPal deducted a fee from the payment as if I was selling services or something. There is no option to show whether I am requesting a personal payment from a friend or requesting a payment for services or goods offered. I thought I didn’t have to pay fees to request money from friends and family??? I have contacted PayPal about this a week ago but still have not received any response.

You pay a fee if you.....
1. Send an invoice for payment.
2. Send a money request for payment.
3. Sender uses the send money > goods / services option.
4. You have a business paypal.me link your buyer pays to OR you have a personal paypal.me link but are selling and so the buyer marks the payment as goods / services.
You do NOT pay a fee if..........
1. Your friend / family member use the send money > friends / family option as long as its funded from funds in their balance or bank account.
2. You use a personal paypal.me link.
Advice is voluntary.
