Check the rate. Paypal is charging 4.5% now. And in real it comes over 5%. For an iphone of 375 US, I would have paid 20 bucks more than with my banks conversation rate.

This **** with conversion fee continues for a couple years already. I've lost to paypal (a very soft word for what happens) probably a few $ diring this time due to not being informed on another, then another and yet another changes to conversion. Guess how much that is if you count millions of users paying for not paying attention. If that'd be an accident they'd publish an apology and have returned those fees.

Guess what. I've just opted to pay with Credit card, but I was charged and additional fee (PayPal "exchange rate") anyway, even though the total was shown in original currency. Also they made me to check "agree with terms", which probably is the reason they think it is justifiable to act like that.

I have the same issue, but I FOUND A WORKAROUND. Here is what you have to do:
1. Go to the checkout, choose PayPal and fill out your login information.
2. Instead of selecting your card and the conversion options, click on Switch account and DON'T fill anything in.
3. Open a new tab, go to paypal.com and log in to your account.
4. Switch back to previous tab and fill out your PayPal login information again.
5. You will be redirected to the older version of checkout, where the conversion options is working.
I didn't invent this method, I found it on google with help of google translator. It worked for me and I hope it will work for others, who have this issue.

That method seemes to work. Also, contacting paypal (via the Message Center) and asking them to change the default currency to USD also works.
You stated in the email that you would like to change the currency of your card.
After reviewing your account, I have personally changed your card ending with xx00 to USD as per your kind request.
Please be noticed that if you would like to make payment in other currencies, there will be double conversion rate.
For example: the payment made in EUR, there are conversion from LKR - USD and from USD - EUR.
I sent the message based on a forum post with the following message
>
>My name is Bryan, a PayPal Customer Support Specialist.
>
>I apologize that you are having challenges selecting currency exchange with eBay. You have reached the right person who can help you.
>
>Due to the recent updates, we are mitigating the conversion option in the eBay website. Nonetheless, I’m glad to inform you that I have updated your cards XX12and XX51’s currency into USD and this will take immediate effect. For your future payments with us, you have my assurance that we will be requesting payments in USD.
>
>As a reference, when you add a card to PayPal, the currency in which we will charge it is defaulted to your local currency (KZT). Because of this, every time you make a USD payment there will be currency conversion done in PayPal between KZT and USD. This is the reason why your card was charged more than the amount that was sent.
>
>If you will be adding a card in the future, please send us an email with the following information so we can avoid charging you in your local currency:
>
>The last two digits of the credit card
>The currency you want to use for your credit card.
