Error while paying

I've been trying to send money and every time I have gotten the message below. But I have Cantacted paypal and it still is happening and I've called customer support she said give it 24 hours and its been almost 36 hours. What do I do?

I am having the exact same problem. I contacted customer service but have yet to receive a helpful answer...
