Error: Transaction cannot be completed.

Why am I suddenly receiving this, Error: Transaction cannot be completed, when making a Google Play purchase. Last week I didn't have this problem but now I can't seem to figure out why I cannot complete a transaction. Google suggested making sure my billing address is the same with Google and with PayPal. They are so, I don't know what else could be the problem! It's very frustrating..
