Email address listed as xxxxxx at paypal.com. Is this valid?

Received an email from a person using something like xxxxx at paypal.com as their email address to receive paypal funds. I have not come across this yet. Scam? Phishing?

I have always sent funds to "normal" email addresses like @ gmail.com, @ yahoo.com, @ hotmail.com, etc. Is the at paypal.com something new or a scam?

First case I've seen.  Reach out to PayPal customer service and ask them if that is a valid PayPal user email address in their system.
