Initially when agreeing to a partial refund on eBay PayPal had insufficient funds to process the refund (I assumed it would come out of the held funds). I put the the appropriate funds in my PayPal account but am unable to process the refund and eBay keeps asking me to go to PayPal to process the partial refund. How can I resolve this?
