Many people are having this problem others have said they can check out using site another country.

Of course, this is not correct, but it helped me.

Log into ebay canada to pay  ebay.ca or australia to pay ebay.com.au   
You use your same ebay log in information.

 You will need to use a PC

Try turning off ublock/adblocker.

I had the 'Checking your info' loop when trying to access Virtual Terminal.  Disabling ublock fixed the issue.
