Changing the country of billing address

Can I change the country of my billing address? 

I am living in the USA but my card billing goes to my other country.

if you are living in US,you should open a Paypal account in USA,remove the credit card you want to use from your other Paypal account,it can only be added to one Paypal account.

You can only link a US bank t o your US Paypal account

not sure what Paypal is going to ask you when you open a US paypal account,do you have SS number,driver license ID,physical address in USA?
