Change contact info to another country

Now living in Canada and need to change contact and payment info.  Need help please.

Since every region or country has different regulations, PayPal does not allow changing the country of your PayPal account. To have a PayPal account in Canada, you need to close your current account and open another again this time with an account in Canada.
