I purchased a cell phone back in August and it is no longer working. I contacted the seller several times and they are not willing to replace or refund my money.

Thanks for reaching out to our Community forum. You can definitely file a dispute through us, but it's unlikely this will be covered or decided in your favor. These cases are for items that are just received not working as intended. As you've had the phone and been using it, it's unlikely the case would be decided in your favor by PayPal. However, this doesn't mean that the seller wouldn't issue a refund after you open the dispute. If you do lose the case, you can report the charge to your bank or card company to see what options they may have for you. I hope this is resolved for you soon.
