Unfortunately this is a public community, unlike customer service, no one here can access user info - you may want to phone customer service for assistance with your issue.
If you're using a prepaid type card - make sure that you have registered both your name and address with the card issuer and ensure that the name and address is matches the name and address you used to setup your PayPal Account with.
