Cannot log a formal complaint to Paypal!

I want to log a formal complaint to Paypal and I am unable to do so.

I followed the instructions (copied below) and on step 2, it links back to the instructions!!

Obviously seem to be done on purpose to stop people from complaining!

Any other way I can log a complaint?

How can I make a formal complaint to PayPal?

To submit a formal complaint to PayPal:

1. Go to our Help & Contact page.
2. Near the bottom of the page, click How to make a formal complaint to PayPal.
3. Read the information. If you're sure you still need to submit a formal complaint, click Continue.
4. Complete the form with your details and click Send.

We'll do our best to provide you with an answer or resolution to your complaint within 4 weeks. This time frame may be extended to 8 weeks to accommodate our investigation. If we need to extend this time frame, we'll notify you after 4 weeks and outline the investigation to date.
