Cancelling a Send Money then trying again Not

So I sent money to a merchant and it went thru but soon after sending I realized I spelled the email addr wrong. OK so I cancelled the Send Money, which was done.

Then I do another send money, this time with correct spelling and it's declined with message to try again (dumb statement) or call PayPal.

Ya sure a 2 hour wait, call back? Never happens. 1900-2000 calls ahead of me. Probably only a hand full of operators.

Tried the email message thing, they say answered in 24 hrs, again thats not true either.

So what the heck is going on with you PayPal????
