Can't pay using my PayPal Balance

Hi everytime I try to buy something using my PayPal Balance I got an error says (sorry we can't complete your purchase right now please try again later) my email and phone number is verified and I do have a balance on my account so why they don't complete my payment plz help I have this problem since long time.

To use funds in your paypal balance you normally need to have a credit card linked as well to verify that paypal account and provide a back up funding source.

What's the purpose of PayPal Balance if cc is required

The purpose is that you can use funds in your paypal balance as long as you have verified that paypal account first by adding a back up credit card.
