Can't make payment for weeks

I been trying to Make payments for over a week now, I call CS they still didn't solve the problem it seems like no one knows what the problem and right now I need to send Funds ASAP.

All invoice sent to me = fail to send payment even when I try send as pay for goods/services, I don't have send as family and friend option I don't know why but it doesn't matter anyway it would work because nothing does.

ERRORS

When try to send funds "We're Sorry, but we can't send payment right now. if the problem continues please contact Customer Support."

when i try to pay an invoice "We're Sorry, but we can't send payment right now."

1. Try other browser check

2, Clear cache and cookies check

3. Try other devices check

4. Get PayPal verify check

5. Change password check

I can't call Customer Service right now because I don't have minutes for internation call am not in the US. I got skype and i need help........... 

Please help me fix this problem i can't go on any longer with this.

No one here can see your account details.

You just to wait until you can afford to make a phone call.

PayPal is a U. S. company and does not have worldwide toll-free numbers.  

There are business costs to consider when you set up a non-U. S. account.

Try logging into your country PayPal site:

https://www.paypal.com/webapps/mpp/country-worldwide

Then scroll all the way to the bottom, click Help & Contact

On the search bar, click call customer support

Click the call as guest link for your region phone number and business hours.
