I've recently opened a dispute with a seller, because the item was not as described, but i forgot to add any proof of those things. Is there anyway i can add photos to it even though it's in claim form, and how do i respond to the seller on paypal. Thanks

It is imperative to add all of your evidence when you file as dispute as the other party can escalate to a claim immediately. Once escalated to a claim you cannot add any more supporting evidence unless PayPal specifically requests it. That's just the way the process works.

I haven't been able to add pictures either. During the filing of the dispute, or whilst communicating. There's no 'Resolve' tab, it's always just " view "
I thought maybe i need to escalate my claim to get the resolve tab. Now i still can't add the picture evidence and no doubt paypal will side with the seller.
