Can I receive money with unverified account?

I don't have a card or bank account. If someone wants to send me $500 will I receive them? I live in Bulgaria.

You should be able to receive the money.  (Presently it appears you do have a sending and a withdrawal limit.)   PayPal may or may not place a hold on the incoming funds to review the transaction, if they do, once complete, they will deposit the money into your Account Balance.
