Can I add a VISA Vanilla pre paid card to my account?

I created a Pay Pal account for the sole purpose of adding the occasional Visa Vanilla pre paid card to my account to safely shop online on eBay, etc. How, or can I do this

Is there any fee associated with doing it?

The card has to be registered at Vanilla Visa website first so PP can verify it when you add the card to your PP acct.  You need to have a little money in it so PayPal can put a test charge on it.  About $2 to 3 bucks.  It will be refunded once you verify the test charges.  There is no fee to do this.
